a)
Infrastructure
-
In many of the
SAUs infrastructure facilities available are not adequate enough to
match their requirements for efficient functioning and attaining
objectives. The buildings for class rooms, laboratories, students'
hostel, green houses and glass houses, libraries, auditorium built in
1960s and 1970s and the fixtures and furniture provided there in do
not meet the present day needs.

Most of the equipments available in the students'
and research laboratories are outdated, many of them are unserviceable
and therefore, do not serve the present day needs. In OUAT central
instrumentation facility with modern equipments is not available.

There is need for
strengthening the laboratory and library facilities in the Zonal
Research Stations to carry out laboratory research in some or the
emerging areas.

Due
to non-maintenance of the buildings (laboratory, storage godowns,
residential buildings, farmers' hostels, etc.) in the Zonal Research
Stations, mainly because of non-availability of funds have come to
dilapidated conditions. There is urgent need of funds, for repair and
maintenance of the buildings in Zonal Research Stations atleast to
provide habitable conditions.
b) Human Resource

Lack of scientific manpower- in SAUs
both in State Plan and Non-Plan sectors due to inadequate funding in
one hand and recruitment, ban on the other, has posed a serious
problem for carrying out educational and research programmes smoothly.
The Zonal Research Stations have become deserted of the scientific
manpower, which has seriously affected the location specific applied
and adoptive research programmes. Presently 120 posts of scientist are
vacant in research, extension wing.

To meet
the present day research needs research efforts have to be
strengthened in frontier and emerging areas, particularly in the
fields of Biotechnology, Bioinformatics, Information Technology,
Environmental Science, Agri-business, Post-harvest Technology and
value additions, etc. Qualified scientists with good exposure and
experience in these fields area not available in most of the SAUs.
Both teaching and research programmes in these areas are seriously
affected.
